What is this??

I am trying to find out what this is. From researching online the closest thing that I can find is a collapsible medical stretcher chair.

An older lady gave it to me and said that it was her grandmothers and they thought it was a wheel chair, but it has no wheels...
Anyones knowledge here would be greatly appreciated.
